PROFESSIONAL SERVICES - ARCHITECTURAL HISTORIAN AND/OR HISTORIC ARCHITECT

The Township of Maplewood is requesting proposals from qualified consultants for preparation of a Preservation Plan for the Women’s Club of Maplewood, also known as the Woodland. This plan will document the history of the building and to investigate the current conditions of the overall structure. This investigation will include the envelope, internal systems, and site in order to develop prioritized recommendations for immediate and future phases of rehabilitation work and to serve as a guide and planning tool for the building's long-term preservation and use. The Township is seeking to engage, in compliance with all applicable federal, state, and local procurement laws, the services of an Architectural Historian and/or Historic Architect qualified in accordance with the National Park Service Secretary of the Interiors Professional Qualification Standards for Architectural History or Historic Architecture (48 FR 44738-9) for this project.
Proposals shall be delivered in a sealed envelope clearly marked “RFP The Woodland Preservation Plan Preparation” and bear the name and address of the proposer on the outside of the envelope to Elizabeth J. Fritzen, Township Clerk, at the Township of Maplewood’s Clerk’s Office located at 574 Valley Street Maplewood, NJ 07040 no later than 10:00 AM on November 17, 2023 at which time all proposals will be opened. One original and one copy of the proposal will be required. In addition, one electronic copy of the proposal shall be submitted on a USB drive.

RFP documents may be accessed by sending an email to Amiller@maplewoodnj.gov with your name, business name, address, telephone number, fax number, and email address to be used if addenda are required. There will be no charge for the RFP Documents.

All Service Contractors are required to comply with the requirements of N.J.S.A. 10:5-3 et seq. Affirmative Action, P.L. 1975 c. 127 N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contracts), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership).

ADDENDUM NO. 1

For: The Woodland Preservation Plan Preparation

For the: Township of Maplewood

This bid addendum is being issued for the Woodland Preservation Plan Preparation project to change the RFP opening date and in response to questions provided by plan holders. Please see the new opening date, questions and respective answers below:

Original Bid Opening Date: November 17th, 2023 at 10:00 AM EST
New Bid Opening Date: November 29th, 2023 at 10:00 AM EST

Question 1: How much is the SHPO grant for and is it a matching grant?
Response 1: The New Jersey Historic Preservation Office grant amount is $45,751.00. No matching or cost sharing is required.

Question 2: Will any other funding sources be used in conjunction with the CLG grant that have specific requirements that teams will need to factor into methodology planning and/or deliverables?
Response 2: No

Question 3: Do you have drawings of the building?
Response 3: Drawings will be provided to all plan holders via email.

Question 4: Can you confirm that the adjoining auditorium is included in the preservation plan scope.
Response 4: Yes, the Great Hall included in the scope of this RFP, as are all other rooms in the building envelope.

Question 5: At what point in the proposed schedule are stakeholder/public meetings anticipated to occur schedule?
Response 5: The stakeholder/public meetings will occur based on the draft development and recommendations by the consultant in their project schedule.

Question 6: Can you elaborate on the rationale for the three-month turnaround for the initial draft versus the five-month gap between the submission of the initial draft and submission of the final document?
Response 6: The proposed schedule may be adjusted once a consultant is contracted. The project requires that the consultant shall submit minimum of two drafts of the Preservation Plan to the Township of Maplewood and the Historic Preservation Office for review and comment prior to submission of the final draft. The project work period ends September 30, 2024.

Question 7: Can you clarify what information you are seeking for “Room/Feature Treatment Recommendations” and “Furnishings & Interior Decoration Recommendations” in Part II: Treatment and Use?
Response 7: The Room/Feature Treatment Recommendations should address recommendations for the retention and preservation any extant historic features/materials on interior spaces. The report may also include recommendations for furnishing and interior decoration address as it pertains to interpretation issues when restoration, preservation or reconstruction is the recommended treatment approach and may inform the location and design of non-historic elements.

Question 8: For “materials analysis,” can you clarify if specific materials testing is required and, if so, which materials?
Response 8: The report should identify and make recommendations for materials that should be tested to address deterioration and future preservation.

Question 9: For “Physical Completion Report”, can you confirm the need to include this section, with all or a portion of the contents listed on p. 30 of the NJ HPO’s Historic Structure Reports & Preservation Plans: A Preparation Guide?
Response 9: The contents of this section should be included when applicable.

Question 10: Would it be possible to schedule a site visit?
Response 10: Building access can be scheduled by contacting Patrick Wherry at pwherry@maplewoodnj.gov. The visit will not be guided, no information will be provided and no questions will be answered during the site visit.
